Garrus is a member of Shepard's squad for all three games in the trilogy - usually right from the start. Garrus is the effective backbone; the constant presence that puts all of his own troubles aside if it means he can help Shepard achieve what they set out to do. No matter if he's romanceable and if you do or not, Garrus supports the commander without question. That's your best friend right there.
